Description
Rejected reason: This CVE ID has been rejected or withdrawn by its CVE Numbering Authority. This CVE was assigned on the basis that the permission system allows a limited administrator to grant privileges exceeding their own authorization scope, potentially constituting an insecure default configuration. Following a dispute, the MITRE TL-Root determined the behavior reflects documented and intended product design rather than a security vulnerability.
A privilege escalation vulnerability has been identified in MyBB version 1.8.40. The issue arises because the Admin Control Panel (ACP) does not properly restrict which user groups a limited ACP user can assign when creating or editing users. Specifically, the user module allows access to the Administrators group (gid 4), and the data handler's user group verification function always returns true. As a result, an admin with only user-management permissions can assign the Administrators group to a new account, thereby gaining full administrative privileges.
MyBB users should update to the latest version where this vulnerability has been addressed. For those unable to update, it is recommended to manually review and restrict user group assignments to prevent unauthorized privilege escalation.
