Description
In verifyAndGetBypass of AppOpsService.java, there is a possible method for a malicious app to prevent dialing emergency services under limited circumstances due to resource exhaustion. This could lead to local denial of service with no additional execution privileges needed. User interaction is not needed for exploitation.
A denial-of-service vulnerability has been identified in the AppOpsService component of the Android framework. This issue allows a malicious application to exhaust system resources, potentially interfering with the ability to dial emergency services. The vulnerability exists in Android versions 13, 14, 15, and 16. Exploitation does not require additional execution privileges or user interaction.
Users can update their devices to the December 2025 security patch level to address this vulnerability.
